Derek K. Orr, MPA
Derek K. Orr, MPA , Director of the Office of Disability Rights (ODR) was appointed to his position in 2009. Mr. Orr brings to this position over 25 years as a senior level executive in the delivery of programs and services to people with disabilities, specializing in the areas of developmental disabilities, mental health, substance abuse, spinal cord and traumatic brain, primary care and HIV/AIDS.
In 1997, Director Orr was appointed by the City of New York to serve on the Ryan White HIV Planning Council. In 1999, he was recruited by “CARF – Commission on Accreditation of Rehabilitation Facilities” as a member of their national surveyor cadre. In this role he reviewed program practices, provided technical assistance and accreditation recommendations for organizations that represented best practices in the delivery of programs and services to people with disabilities. Director Orr has also served on numerous Boards and Councils to ensure the highest quality of advocacy, care and civil rights protections are afforded to people with disabilities.
Director Orr has a Bachelor’s Degree in Psychology from William Paterson University and a Master’s Degree in Public Administration with a specialization in Healthcare from Rutgers, the State University of New Jersey.
