Peter Stephan specializes in disability rights, including extensive litigation experience before OAH, as well as in District and federal courts. He serves as Interim Director and General Counsel for the District of Columbia Office of Disability Rights. He coordinates the District’s Olmstead Plan, oversees the ADA Coordinator program to ensure Districtwide compliance with the ADA, and advances accessibility through policy development, training, and technical assistance across government programs and services. Under his leadership, ODR dramatically expanded its ADA training to include the District's first comprehensive mandatory training system for new employees during orientation on ADA rights, and mandatory ADA compliance training districtwide for all managers and soon for front-line staff. 

Previously, he served as Attorney Advisor for ODR, where he drafted the District’s 2025-2027 Olmstead Plan and coordinates its implementation with 24 agencies. He drafts Districtwide policy and guidance on issues like service animals, employment accommodations, and digital accessibility. Previously, Peter Stephan was a staff attorney at University Legal Services, representing D.C. residents with disabilities to promote their access to vocational rehabilitation, Medicaid long-term care, and public accommodations. As a contract attorney for the U.S. Department of Justice Civil Rights Division, he received the Assistant Attorney General’s Distinguished Service Award and contributed to landmark cases such as Lane v. Brown and U.S. v. Rhode Island. These cases resulted in opportunities for thousands of individuals with disabilities to move from sub-minimum wage and segregated employment to competitive integrated employment.
