When viewing some of these laws, you may notice terms that have become offensive and outdated such as "handicapped" or "retarded." This is because these laws were written prior to the creation of people-first language. Because the laws that contain these words were written by various lawmaker (Congress) the lawmakers alone have the power to change the words they use.
